Dr. Tim Locklair began serving as Superintendent of Moore County Schools on July 1, 2022. A strategic, student-centered leader with nearly three decades of experience in public education, Dr. Locklair was named the 2025–2026 Sandhills Region (Region 4) Superintendent of the Year. He is widely respected for his transformational leadership, commitment to student success, and belief in the power of public education to positively shape communities.
Since joining Moore County Schools in 2016 as Chief Officer for Academic and Student Support Services, Dr. Locklair has overseen key departments including curriculum and instruction, technology, exceptional children services, student support services, federal programs, and school improvement. Under his leadership as superintendent, Moore County Schools has grown into a top-performing district, ranking in the Top 10 statewide for grade-level proficiency and Career and Technical Education (CTE) credential attainment.
Dr. Locklair leads a district of 24 schools, serving more than 13,000 students and employing over 1,800 staff. He manages a comprehensive budget of over $165 million and is committed to long-term planning and financial sustainability. In 2024–2025, Moore County Schools earned the Purple Star District designation for the fifth consecutive year for its exceptional support of military-connected families.
A hallmark of Dr. Locklair’s tenure is his focus on leadership development. He founded the district’s School Leadership Academy, a yearlong executive leadership program for assistant principals that has helped cultivate the next generation of school leaders in Moore County. He also champions expanded educational opportunities, including the launch of Moore Innovative High School—the district’s first cooperative innovative high school—offering students flexible, career-focused learning pathways beginning in Fall 2025.
Before joining MCS, Dr. Locklair served as Area Superintendent of Western Wake County Schools, overseeing 26 schools in Cary and Morrisville. He also served as principal of Holly Springs High School, Apex Middle School, and West Middle School in Montgomery County. He began his career in education at Pinecrest High School in Moore County as a social studies teacher, coach, and assistant principal.
A proud graduate of Pinecrest High School, Dr. Locklair holds a Bachelor of Science in Education from Western Carolina University and both a Master of School Administration and an Educational Doctorate from East Carolina University. He is an active member of the North Carolina School Superintendents’ Association and currently serves as Chair of the Sandhills Regional Education Consortium Superintendents’ Council. He also serves on the NC Association of Teaching, Learning, and Leading and the Military Interstate Children’s Compact Commission State Council.
Known for his high-energy leadership and “Fired Up” spirit, Dr. Locklair is dedicated to fostering a culture of excellence, strong communication, and collaboration across the district. He works closely with staff, families, and community partners to ensure that every student is prepared to graduate with the skills, knowledge, and character needed for lifelong success.
