District Strategic Plan

MOORE COUNTY SCHOOLS' STRATEGIC PLAN 2025-2027

Moore County Board of Education revised statements describing its mission and vision as well as core beliefs as part of its strategic plan for 2025-2027.

Mission statements articulate what an organization wants to do now, while vision statements articulate what an organization aspires to be in the future.

The mission statement is "Moore County Schools will graduate students with the skills, knowledge, character, critical thinking, and education needed to become proud and successful Americans."

The vision statement is "Moore County Schools: The First and Best Choice in education with an unwavering commitment to excellence, innovation, and ensuring the development of the leaders of tomorrow."

The core beliefs are:

"We believe successful schools are essential for thriving communities, and that:

  • Every student can learn and succeed and will be valued and supported;
  • Our schools provide a safe, respectful, orderly, and caring environment conducive to learning;
  • Our educators are empowered to meet the learning needs of all students as we work to create an elevated campus culture;
  • We involve and partner with our parents and community in the education of our students;
  • We offer a wide variety of choices, opportunities, and learning pathways;
  • Extracurricular activities are an essential part of our students' development; and
  • Education, employment, and enlistment are equally honorable pursuits for the future lives of our students."

The strategic plan highlights seven goals for the district over 2025-2027:

  • Increase the number of schools meeting or exceeding growth from 17 to 24.
  • Increase overall composite Grade Level Proficiency by 10 percentage points from 62.4% to 72.4%.
  • Increase the number of 3rd grade students reading at or above grade level, as measured by the End of Grade Lexile reading level, from 87% to 95% and increase 3rd grade reading Grade Level Proficiency from 58.2% to 68.2%. 
  • Increase the number of 10th grade students reading at or above grade level, as measured by the End of Course Lexile reading level, by 10 percentage points from 82% to 92% and increase Grade Level Proficiency by 10 percentage points from 66.0% to 76.0%. 
  • Increase the math Grade Level Proficiency, as measured by End of Grade assessments, by 10 percentage points from 61.4% to 71.4%. 
  • Increase the context ranking for composite Grade Level Proficiency from 10th place to the top 5 in the state.
  • Decrease the number of the district’s schools with a School Performance Grade (SPG) of a “D” or “F” from two to zero.
