McKinney Vento Legislation/Homeless

McKinney-Vento or Families In Transition (F.I.T.) is a piece of federal legislation dealing with the education of children and youth experiencing homelessness in U.S. public schools. It was reauthorized as Title X, Part C, of the No Child Left Behind Act in January 2002. Every school system receiving McKinney-Vento funding must assign a McKinney Vento district liaison to assist families and assure homeless families’ rights are upheld.

The National Center for Homeless Education at The SERVE Center at UNC-Greensboro provides statewide assistance and guidance to schools through a contract with the Department of Public Instruction. Eligibility for McKinney-Vento services include families or unaccompanied youth living in the following conditions:

  • In a Homeless or Domestic Violence Shelter
  • In a motel or campground due to the lack of an alternative adequate accommodation
  • In a car, park, abandoned building, bus station, or train station
  • Doubled-up with other people due to loss of housing or economic hardship
  • Living in condemned or substandard housing

Homeless Counts for Moore County Schools:

  • 2020-2021 = 291
  • 2021-2022 = 210
  • 2022-2023 = 281
