Who is eligible for school bus transportation?
Only students who are properly enrolled through their school and have been assigned transportation services are permitted to ride a Moore County Schools bus. Individuals authorized to board a school bus include the driver, transportation department personnel, assigned student riders, approved school personnel such as bus monitors, and law enforcement officers acting in an official capacity. School bus transportation is provided for students who reside within the Moore County Schools attendance area and meet eligibility requirements. Students who reside outside the district are not eligible for transportation services and are responsible for arranging their own transportation to and from school.
How do I sign up for school bus transportation?
To request transportation services, please contact your child's school and ask them to complete a transportation request form. Be sure to indicate whether transportation is needed in the morning, afternoon, or both. If you are requesting transportation to or from an alternate address, please provide that information at the time of the request. Alternate addresses must be located within the school's attendance area in order to be considered for approval. Once submitted, transportation requests typically take up to 24 hours to be received by the Transportation Department and may require up to three business days to process. When the request has been completed and a bus assignment has been made, the information will be available through the BUS QUEST app. Please note that students may not be picked up from or dropped off at businesses, with the exception of pre-authorized daycare facilities in which the student is enrolled and approved for transportation services.
Can I have my bus stop changed or have my child picked up at my door?
As a general rule, door-to-door transportation service is not provided for regular education students. Parents and guardians should not make private arrangements with bus drivers to pick up or drop off students at locations other than their assigned bus stops. Drivers are required to follow approved routes and stops to ensure student safety, accountability, and consistency. If you have questions or concerns regarding your child's bus stop, please contact the Transportation Department for assistance. Unauthorized arrangements can create confusion, particularly when a substitute driver is assigned to the route, and may result in a student missing the bus or being unable to be transported as expected.
What time does my child need to be waiting at the bus stop?
Parents and guardians should refer to the BUS QUEST app for their student's scheduled pickup time and ensure that students are at the bus stop at least 10 minutes before the scheduled arrival time. To help keep routes running safely and efficiently, students should be waiting at the stop and ready to board when the bus arrives, rather than leaving the house or running to the stop after the bus is in sight. Bus drivers are required to wait approximately 10 seconds for students to safely board the bus before continuing their route. Additionally, during periods of inclement weather, traffic disruptions, or other unforeseen circumstances, buses may experience delays and may not operate exactly on schedule. We appreciate your patience and understanding when weather-related or other unavoidable delays occur.
Will the bus leave the stop if my child is not waiting at the bus stop ahead of the designated time?
Drivers are permitted to depart the bus stop if a student is not present at the designated pickup time. For this reason, it is essential that all students are at the bus stop at least 10 minutes prior to their scheduled pickup time and ready to board when the bus arrives.
Families should be aware that bus arrival times can vary, and students should be prepared for the bus to arrive approximately 10 minutes before or up to 10 minutes after the scheduled time due to traffic, weather, or operational delays.
What if my child misses the bus, will the bus driver come back to get them if I call transportation?
Parents may contact the Transportation Department to verify whether a bus arrived earlier than the established 10-minute window. If a bus is confirmed to have arrived prior to this window, it may be directed to return at the appropriate scheduled time. However, if the bus arrives within the designated 10-minute window, it will not be required to return. We strongly encourage families to download the BUS QUEST app to track their child’s bus in real time and receive updates on its location. Please note that students should be at their assigned bus stop at least 10 minutes prior to their scheduled pickup time to ensure a smooth and timely route.
Who is responsible for my child's safety while he/she is waiting at the bus stop?
Parents are responsible for the supervision and safety of their children while waiting at the bus stop. Students should remain on the curb or sidewalk and avoid standing on private property. Any suspicious activity observed at or near a bus stop should be reported to the school or local law enforcement, if necessary. It is strongly encouraged that parents or a responsible adult accompany young children and EC students to the bus stop whenever possible. Students in EC, Pre-K, Kindergarten, 1st, and 2nd grade will only be released from the bus if a parent or designated responsible adult is present. If no authorized adult is present at drop-off, the student will be returned to the school in accordance with transportation procedures.
What if my child has a problem on the bus?
All student discipline matters are handled by the school. Parents are encouraged to first communicate concerns with the bus driver, who will follow established procedures to address and correct behavioral issues when possible. If necessary, the driver will submit a disciplinary referral to the appropriate school administrator for further review. The administrator will conduct an investigation and determine the severity of the incident, as well as the appropriate disciplinary action. Depending on the outcome, a student may receive a warning, temporary suspension from bus transportation, or loss of bus privileges. Please remember that school bus transportation is a privilege, not a right, and students are expected to follow the Moore County Schools Code of Conduct in order to maintain that privilege. The student handbook is available on the Moore County Schools website.
If there is an issue, are parents allowed to step onto school buses?
Under G.S. 115C-245(b), the school bus driver has “complete authority over and responsibility for the operation of the bus and the maintaining of good order and conduct upon such bus.” This means the driver is responsible for enforcing safety rules and maintaining appropriate student behavior while students are on the bus. So, the bus driver will instruct any parents to not enter the school bus. In addition, under G.S. 14-132.2, any person who boards or attempts to board a school bus after being instructed not to do so is trespassing and may be charged with a Class 1 Misdemeanor.
Can my student be picked up or dropped off at another location or a business?
Students are only permitted to be dropped off at their assigned, designated bus stop. If an alternate stop is needed, it must be formally requested and submitted to the school for approval in advance. Alternate stops will only be approved when proper documentation has been provided to the school and the requested location is within the student’s zoned school area. Students may not be picked up or dropped off at a business. The only exceptions may include pre-authorized daycare locations that have been officially approved by the school system. Requests made directly to bus drivers by phone or otherwise cannot be honored, as drivers are required to follow their assigned routes exactly as approved.
Can my child ride home with another student without prior authorization from the school?
No, students are not permitted to ride home with another student without prior authorization from the school. All transportation arrangements must be officially approved in advance to ensure student safety, proper accountability, and accurate routing. Any change in a student’s regular dismissal plan must be submitted to and approved by the school prior to the end of the school day. This policy helps ensure that all students are transported safely and that staff can properly verify and document transportation changes.
Why has my child’s stop been moved from where it was last year or why is the bus not coming into my private subdivision or cul-de-sac?
Due to ongoing bus driver shortages, some stops have been consolidated into centralized neighborhood or group stops. In accordance with G.S. 115C-246, the Local Education Agency is required to provide transportation with a bus stop located within one mile of a student’s residence, and most stops are actually much closer than this standard.
Additionally, school buses are not permitted to travel into cul-de-sacs due to size limitations and safety concerns. Buses are also restricted from entering private subdivisions in accordance with G.S. 115C-246(b). These guidelines help ensure safe, efficient, and reliable transportation for all students.
How are school bus routes established?
School buses are not routed on streets or highways that do not provide a safe and adequate turnaround or that are otherwise considered unsafe for bus travel. As a result, buses are not operated on private property, including mobile home parks and similar areas. When unsafe or hazardous road conditions are identified, route adjustments may be made to ensure student and driver safety. Bus routes are typically established during the summer prior to the start of the school year; however, they may be adjusted after school begins to improve safety, efficiency, and overall effectiveness. Additionally, routes may change from year to year based on enrollment, road conditions, and operational needs.
Who do I submit a change of address to and how long does it take to receive a bus assignment?
Please contact your student’s school directly to report any change of address, as the school will provide guidance on the required documentation and next steps. At the beginning of the school year, it may take approximately 10 days to receive a new bus assignment due to high volume and route adjustments. By October, bus assignments are typically processed within about 3 days. Families are also encouraged to check the BUS QUEST app regularly, as updated bus assignments will appear there as soon as they are entered into the system.

I just moved into a new neighborhood, can I just let my child ride with a neighbor's child?
No, students are not permitted to ride the bus with a neighbor’s child. All students must be properly registered with their school and have an official bus assignment before they are allowed to utilize school transportation. If you have recently moved or need to request transportation, please notify your child’s school of your updated address and submit a new transportation request. This ensures that your child is assigned to the correct route and stop in accordance with established procedures.
We live out of district but there is an existing stop near my out of district address. Can my child ride that bus?
No, your child is not permitted to ride that bus, even if there is an existing stop near your out-of-district address. Students must be officially assigned to a route in order to utilize that bus, and the bus may not serve the school your child is assigned to attend.
Additionally, drivers are not authorized to drop students off at schools that are not listed on their assigned route. For safety and accountability reasons, all transportation must align with approved school assignments and established bus routes.
How long are the student rides supposed to be in North Carolina?
There is no specific North Carolina law that defines a maximum or minimum bus ride time for students. Ride times can vary based on geography, such as rural versus town routes, as well as operational factors like bus driver availability and overall route efficiency. Because of these conditions, student ride times may differ significantly across the district. Local education agencies may establish internal guidelines or policies to help manage and balance route lengths, but there is no statewide requirement limiting how long a student may ride the bus.
