Multi-Year Student Assignment Plan


On October 14, 2019, the Moore County Board of Education adopted a multi-year student reassignment plan to begin with the 2020 school year. Key resources regarding the final plan are below: 

Online Address Lookup Feature: Moore County Schools is providing an online address lookup feature for parents to lookup their home address and see which school(s) your child will attend over the 2020/21 and the 2021/21 school years. You must check both queries to determine which schools your child is assigned over the next two school years. If your address cannot be found or you have questions about your child's school assignment, contact the Transportation Department at 910-947-5861 or at studentassignment@ncmcs.org. Your inquiry will be responded to within two business days.

Transfer Information: Please click here to review the district's transfer policy, including allowable transfers for those impacted by the student assignment plan either next year or the following year. If you wish to transfer your student to a school other than the school he or she will be assigned to under the multi-year student assignment plan, you must complete the transfer process. The window for transfer applications will open February 17 through March 15. Click here for more information about transfers.

Background: Beginning in January 2019, Moore County Schools administrative staff and the Board of Education worked diligently to provide a transparent and collaborative process to establish new attendance areas for the district. We recognize that student assignment changes can be difficult for students and parents. However, a new student assignment plan was necessary to alleviate capacity issues on at number of campuses and to better utilize available space at others – including the new elementary schools opening in 2020/21 and 2021/22. 

This effort included the assistance of an advisory committee that included parents, school-based staff, principals from the district’s three high schools and central office administration. A timeline (see below) was developed along with a set of guiding principles for development of the student reassignment plan.  The advisory committee met throughout the first five months of the process, and seven public forums and a public hearing were held that were open to the entire community. An online portal was also made available several times throughout the process to allow those who were unable to attend public meetings to provide feedback. The final comment period ended September 20, 2019. Please refer to the FAQs for frequent questions that were asked. 

The district retained the services of Numerix, a consulting firm, that provides data-driven decision support for public school planners. The two primary consultants on the project are:

  • Michael Miller, former Program Manager at the Operations Research and Education Laboratory (OREd) at NC State
  • Laura Evans, retired Senior Director of Student Assignment for Wake County Public School System
